Formula One chief Max Mosley has made a last-ditch bid to reach agreement with five rebel teams to prevent them setting up a breakaway series next year, it was revealed on Thursday.

As the F1 circus set up camp at Silverstone for what may be the final British Grand Prix to be held at the famous former wartime airbase sources close to both the Formula One Teams Association (FOTA) and Mosley confirmed that a final effort had been made to resolve their differences.

Mosley, the controversial British president of the sport's ruling body, the International Motoring Federation (FIA), wrote to the Brawn, BMW-Sauber, McLaren-Mercedes, Renault and Toyota teams with fresh proposals.

The 'rebel five' have lodged their entries for the 2010 series, but conditional on a relaxation of Mosley's budget-cap rules.

Talks broke down earlier this week when Mosley accused the teams of effectively "wanting to take over the sport" but on Thursday it seemed both sides were, as always expected, prepared to end their posturing and seek a sensible compromise.

In his letter, Mosley outlined the terms he was prepared to accept from the teams in return for the teams involved lodging unconditional entries before Friday's final deadline.

The main proposal from Mosley was to change the proposed budget cap for 2010 from 45 million euros to 100 million euros ($A175m) and then to cut it further to 45 million euros ($A80m) in 2011.

In his letter, Mosley said: "There will be self-reporting of compliance using a reputable auditor." This was included to help the teams accept the terms which had previously insisted on allowing the governing body to inspect their books.

The Ferrari, Red Bull and Toro Rosso teams are also at loggerheads with Mosley and have refused to accept the budget-cap plans, but the FIA have stated that these three teams are contractually bound to race in the championship next year.

Unless agreements are found to suit everyone involved very swiftly, only two of this year's teams could be left on the 2010 starting grid - Williams and Force India - with the vacancies around them filled by new teams.

Mosley has already named Manor, of Britain, Campos Grand Prix, of Spain, and USF1, of the United States, in the provisional list of entries for the 2010 series.

The FIA have reacted with 'disappointment' to the news FOTA have confirmed they are to form a breakaway series - but admit it is not a surprise.

The shock announcement was delivered on Thursday night following a meeting of the eight rebel teams - Ferrari, McLaren, Renault, BMW Sauber, Toyota, Brawn GP, Red Bull Racing and Toro Rosso.


In a strongly-worded statement which pointed accusing fingers at the FIA and F1 supremo Bernie Ecclestone, the FOTA eight made it clear they will not sign up unconditionally for next season.

The sport's governing body responded with a statement which read: "We are disappointed but not surprised by FOTA's inability to reach a compromise in the best interests of the sport."

"It is clear that elements within FOTA have sought this outcome throughout the prolonged period of negotiation and have not engaged in the discussions in good faith."

"The FIA cannot permit a financial arms race in the championship nor can the FIA allow FOTA to dictate the rules of Formula One."

"The deadline for unconditional entries to the 2010 FIA Formula World Championship will expire this evening."

"The 2010 FIA Formula One World Championship entry list will be announced tomorrow (Saturday)."

"Unprecedented worldwide financial turmoil has inevitably placed great challenges before the F1 community. FOTA is proud that it has achieved the most substantial measures to reduce costs in the history of our sport.

"In particular the manufacturer teams have provided assistance to the independent teams, a number of which would probably not be in the sport today without the FOTA initiatives. The FOTA teams have further agreed upon a substantial voluntary cost reduction that provides a sustainable model for the future.

"Following these efforts all the teams have confirmed to the FIA and the commercial rights holder that they are willing to commit until the end of 2012.

"The FIA and the commercial rights holder have campaigned to divide FOTA.

"The wishes of the majority of the teams are ignored. Furthermore, tens of millions of dollars have been withheld from many teams by the commercial rights holder, going back as far as 2006. Despite this and the uncompromising environment, FOTA has genuinely sought compromise.

"It has become clear however, that the teams cannot continue to compromise on the fundamental values of the sport and have declined to alter their original conditional entries to the 2010 World Championship.

"These teams therefore have no alternative other than to commence the preparation for a new Championship which reflects the values of its participants and partners. This series will have transparent governance, one set of regulations, encourage more entrants and listen to the wishes of the fans, including offering lower prices for spectators worldwide, partners and other important stakeholders.

"The major drivers, stars, brands, sponsors, promoters and companies historically associated with the highest level of motorsport will all feature in this new series."
